The Homeless population of Portland Metro increased by 61% over the last two years. Despite the $724 million we spend a year on the homeless, the population continues to surge. This is not an affordable housing issue. This is the lack of a model or standardized approach. Everybody is duplicating services and nobody is required to produce measurable results. The CEC said House No. 0 is for homeless people. But we do our homework. So we decided to check everything he says. And when we checked the address, it wasn't for a homeless person. There is a Mr. Narendra who supposedly lives in that house. We understood why the House was numbered 0. Because when we sent someone to look for him, it was impossible to find him. Rather, we physically identified this man in a village. The reason there is House No. 0 is that nobody can identify where that person is.
